Referals are people who have signed onto the site, and have used your name as a "reference" or "referal" when they signed on. The function will show under your personal profile, but is not set up if you look at the list for the Top 10. :D

You can not donate to anyone right now, due to the fact that this function "is no longer available". It has probably been turned off due to the fact that it was being abused, but that is mere speculation on my behalf. I am sure that there is a glitch in that particular perk, so it has been turned off until it gets "fixed". :D
